The Government has released its draft of the Renters’ Rights Bill (RRB). After years of inaction, the student housing sector is now hurtling towards large-scale reform, with Housing Minister Matthew Pennycook even suggesting it may be in place by summer 2025. Unlike the conventional rental market, students often sign up for houses 6 to 11 months before the tenancy starts.

Today, students are touring and signing for homes that they’ll move into in summer 2025 when the RRB is likely to be law.

 

So, with just weeks to prepare, what will the changes mean for student accommodation?

The student rental sector has seen significant improvements in accommodation quality in recent years. However, some landlords continue to rent out substandard properties, exploiting the shortage of quality housing in many cities. The Renters’ Rights Bill aims to address this issue by extending the Decent Homes Standard to the private rented sector (PRS). This legislation introduces a National Landlords Register, requiring landlords to register and demonstrate compliance with the Decent Homes Standard. Landlords who fail to address serious hazards can face fines up to £7,000 and potential prosecution for non-compliance.

Additionally, Awaab's Law will be extended to the PRS, establishing strict timeframes for repairing health hazards. This law mandates that social landlords fix damp and mould issues within specific periods, ensuring tenants' health and safety.

 

These legislative measures are designed to enhance the quality of rental properties and protect tenants from unsafe living conditions.

 

 

The Decent Homes Standard includes: 

  • Properties must be free from serious health and safety hazards, such as fall risks, fire risks, or carbon monoxide poisoning 
  • Properties must have efficient heating systems and proper insulation 
  • Kitchens must be 20 years old or less, and have adequate space and layout 
  • Bathrooms must be 30 years old or less, and be appropriately located
